Financial and commercial advisory for Guy's and St Thomas' NHS Foundation Trust Strategic Energy Partnership

Amberside Advisors supported Guy's and St Thomas' NHS Foundation Trust in developing and procuring a pioneering Energy as a Service-based Strategic Energy Partnership with Meridiam. The agreement establishes a new model for the delivery of energy infrastructure projects for the Trust and a single-supplier framework that can be used by other eligible NHS organisations and public sector bodies across south east London.

The challenge


As one of the UK's largest NHS trusts, Guy's and St Thomas' provides more than 3 million patient contacts each year, employs approximately 23,700 staff, and operates a large and complex estate. The Trust sought to modernise ageing energy infrastructure while improving resilience and maintaining focus on the delivery of frontline healthcare services.


To achieve this, the Trust required a commercially robust solution capable of attracting long-term investment while creating a flexible delivery model that could support future infrastructure improvements across heat, cooling, power and charging infrastructure.


Our solution


Amberside Advisors acted as commercial and financial advisor to Guy's and St Thomas' NHS Foundation Trust, helping to develop a commercially viable delivery model and take the project through procurement to successful appointment of a Strategic Energy Partner.


Amberside Advisors' services


  • Designed the commercial structure underpinning the Energy as a Service-based Strategic Energy Partnership framework.

  • Developed the commercial and financial components of the business case, attended      governance meetings including CFO board, and supported engagement with various Government bodies including NISTA.

  • Undertook financial modelling and option appraisal of the Trust's existing and future energy arrangements.

  • Led commercial market engagement activities.

  • Supported the competitive procurement process, which attracted more than 10      established bidding consortia.

  • Evaluated commercial and financial submissions.

  • Supported negotiations through to appointment of Meridiam as Strategic Energy      Partner.

  • Continues to advise the Trust during the next phase of project development and      implementation.

The outcome


The project resulted in the implementation of an Energy as a Service delivery model through a Strategic Energy Partnership with Meridiam, supported by Dalkia Energy Services for delivery of the initial project - a new heating and energy system at St Thomas' Hospital, replacing ageing infrastructure and improving the resilience of critical healthcare services.


The resulting framework has been established as a single-supplier arrangement with Meridiam and is available to other eligible NHS organisations, Integrated Care Boards, local authorities, London boroughs, Transport for London, the City of London Corporation and other qualifying public sector bodies across south east London.


Continuing support


Following execution of the agreement, Amberside Advisors has been retained by the Trust to support the next phase as the project progresses to development and implementation.
